METRO Blue Line Extension (Bottineau LRT)

In 2013, the Metropolitan Council amended its regional transportation plan to include the METRO Blue Line Extension, also known as the Bottineau light rail transit (LRT) line, which would run from Target Field station in Minneapolis to the west then north through the cities of Golden Valley, Robbinsdale, Crystal, and Brooklyn Park. The line would provide direct service from Crystal to Downtown Minneapolis, MSP International Airport and the Mall of America. It would also provide connecting service to the Green Line LRT which serves the University of Minnesota and St. Paul with an extension from Minneapolis to the southwest suburbs currently in development. Construction on the METRO Blue Line Extension is expected to start in 2018 with the line opening in 2021. For general information, visit the METRO Blue Line Extension webpage. Open houses on the Blue Line extension were held on May 28, July 27 and Oct. 19, 2015 at the Crystal Community Center, and on Jan. 14 and Feb. 16, 2016 at Crystal City Hall. The "municipal consent" phase is complete, which corresponds to plans that are at a 15% level of design detail including the basic track and station layout.The city's public hearing on municipal consent was on Feb. 16, 2016 and the City Council adopted this resolution on Feb. 29, 2016.  The resolution states that the City chooses to neither approve nor disapprove the municipal consent plans, which means that the plans are deemed approved under state law. The city will continue to work with the project office and Metropolitan Council to resolve the issues of concern and necessary project elements described in the Feb. 29 resolution as the design progresses through more detailed phases.

The Final Environmental Impact Statement (FEIS) for the project was issued on July 15, 2016. Metro Transit is accepting public comments on the adequacy of the FEIS through August 15, 2016. The FEIS is available online and a printed copy is available for public review at Crystal City Hall during normal business hours. Bass Lake Road Station Area Planning
The METRO Blue Line Extension would have one station in Crystal, located near the southwest corner of the intersection of Bass Lake Road and County Road 81 (Bottineau Blvd). Hennepin County is partnering with the cities to plan for the area around the station. The most recent community meeting on the station area plan was held Jan. 25, 2016 at Crystal Community Center.
