Community Development
Welcome to the home page for Community Development! The department acts to raise expectations for the community's future by maintaining a quality physical environment and protecting health and safety. The department serves as the city's main enforcement arm for regulations related to the use of land and the construction of buildings. It also implements the programs and activities of the City's Economic Development Authority.The Community Development Director provides strategic direction to division managers within the department and manages department operations and budgets affecting economic development, planning and zoning, environmental health, building and housing. In addition, the Director takes the lead in commercial redevelopment activities, long-term strategic planning and intergovernmental and interagency initiatives.
The Planning & Development Division is responsible for the city's land use programs and regulations including zoning, subdivision and signs; performs intake and routing of code enforcement violation reports; administers the city's rental licensing program; and administers the programs of the city's Economic Development Authority including housing improvement programs. The Planning & Development Division has three full time staff:
- The City Planner/Assistant Community Development Director manages the division, is the primary staffer to the Planning Commission, and is the primary staffer for the city's residential redevelopment activities and programs.
- The Code Enforcement Specialist is the primary staffer for code enforcement intake, inspections, administration and follow-up cases not related to active building projects, property sales or rentals.
- The Rental Licensing Specialist is the primary staffer for administering the city's rental licensing program and the sign code, and also assists others within the department as necessary.
The Building Safety & Inspections Division is responsible for administration and enforcement of building, plumbing and mechanical codes. It also conducts inspections of residential properties, whether for annual rental licenses or property maintenance compliance prior to such property being sold; and enforces the city's property maintenance code.
The Building Safety & Inspections Division includes three full time staff:
- The Building Official manages the division, performs building, plumbing and mechanical plan reviews and conducts inspections.
- The Housing Inspector is the city's primary inspector for residential property.
- The Code Compliance Inspector conducts a combination of building, plumbing and mechanical inspections, residential property inspections and building plan reviews.
