Phase 11 Street Reconstruction Project
After a public hearing on October 19, 2010, the Crystal City Council ordered the Phase 11, Broadway Park Street Reconstruction Project. Final design and the public bidding process will be completed in March 2011. Construction is set to begin in late April. The project area is east of Winnetka, west of West Broadway, south of 60th, and north of Bass Lake road (see map).
The project involves the reconstruction of 3.78 miles of local streets abutting 340 land parcels, additions and upgrades to the storm sewer system and replacement of gas mains and gas services. The project also includes the installation of a number of rain gardens and turf depressions scattered throughout the neighborhood. Rain gardens located in the public boulevard become a public amenity and treat rainfall runoff before it enters streams and lakes.
The estimated total project cost is $3,758,041. The project is funded through a combination of special assessments to the benefiting property owners, State Aid gas tax dollars, and funds from the City Storm Drain Utility and Street Reconstruction Funds. They typical proposed special assessment to a residential property is $4,917 for the street plus $18.88 per front foot for new curb and gutter where none previously existed. Once levied (April 2011), the assessment can be paid within 30 days with no interest or be put onto the parcel property tax statement over a 15-year period.
