Phase 12 Street Reconstruction Project
After a public hearing on June 21 2011, the Crystal City Council ordered a Feasibility Study for the Phase 12, Forest North Street Reconstruction Project. If the project is ordered in October, the final design and the public bidding process would be completed in March 2012. Construction would be set to begin in late April 2012. The project area is east of Nevada, west of Douglas, south of 51st Place and north of and including 47th Avenue (see map).
The project involves the reconstruction of 6.25 miles of local streets that abut 534 land parcels, additions and upgrades to the storm and sanitary sewer systems, and replacement of gas mains and gas services. The project also includes the installation of a number of rain gardens scattered throughout the neighborhood. Rain gardens located in the public boulevard become a public amenity and treat rainfall runoff before it enters streams and lakes.
The estimated total project cost is $6,270,000. The project is funded through a combination of special assessments to the benefiting property owners, State Aid gas tax dollars, and funds from the City Storm Drain Utility, and Street Reconstruction Funds. While it's too early to give an exact assessment amount for Phase 12 properties, this year’s Phase 11 assessment to a residential property was $4,917 for the street plus $18.88 per front foot for curb and gutter. Once levied (April 2012), the assessment can be paid within 30 days with no interest or be put onto the parcel property tax statement over a 15-year period.
