Train Horn Quiet Zone

Federal rules allow cities to establish a "quiet zone" where trains would not routinely sound their horns at a road crossing. Before a train horn quiet zone can be established, the crossing must be modified to meet federal risk reduction criteria.

The City of Crystal has establishd a quiet zone at the Douglas Drive and West Broadway crossings of the Canadian Pacific Railway. The required modifications included the installation of medians and prohibition of the following traffic movements:

  • Left turns prohibited from eastbound 51st Place to northbound West Broadway.
  • Left turns prohibited from southbound Douglas Dr. to eastbound 51st Place.
  • 51st Place closed between Douglas Dr. and Edgewood Ave.

Under federal rules the quiet zone will go into effect on Nov. 25, 2017 at 12:00 a.m. Thereafter, horns will not be routinely sounded at the crossings but they may still be used when there is an imminent hazard or emergency.

The city's Quiet Zone Application was approved by the Federal Railroad Administration on Aug. 10, 2017 and the City Council awarded the construction contract to Pember Companies on Sept. 19, 2017. Construction was substantially completed in October 2017 and the Notice of Establishment was filed with the FRA on Nov. 3, 2017.
