Train Horn Quiet Zone
Federal rules allow cities to establish a "quiet zone" where trains would not routinely sound their horns at a road crossing. Before a train horn quiet zone can be established, the crossing must be modified to meet federal risk reduction criteria.
The City of Crystal is establishing a quiet zone at the Douglas Drive and West Broadway crossings of the Canadian Pacific Railway. The required modifications involve the installation of medians and prohibition of the following traffic movements:
- Left turns will be prohibited from eastbound 51st Place to northbound West Broadway.
- Left turns will be prohibited from southbound Douglas Dr. to eastbound 51st Place.
- 51st Place will be closed between Douglas Dr. and Edgewood Ave.
The city's Quiet Zone Application was approved by the Federal Railroad Administration on Aug. 10, 2017 and the City Council awarded the construction contract to Pember Companies on Sept. 19, 2017. Construction is scheduled for October 2017. The train horn quiet zone will be in effect by the end of November 2017.
